Three things we would check first.

    Development-charge geography changes the cost

    Windsor publishes separate development-charge information for the city-wide area, Sandwich South, and an exemption area. The current by-law and project use determine the applicable municipal treatment.

    A land or construction budget should identify the parcel’s area before charges are estimated. If an exemption is expected, obtain confirmation and preserve a downside allowance until the City calculation is final.

    Additional units can face floodplain constraints

    The City permits additional dwelling units in specified forms but notes zoning, building, servicing, and floodplain considerations. Essex Region Conservation Authority review may affect basement or detached-unit proposals on regulated land.

    Do not count a proposed basement unit where flood or conservation review is unresolved. Approval, construction method, insurance, value, and rent may all change after site review.

    A City charge grant requires an application

    Windsor publishes a development-charge grant program for qualifying development. Eligibility, geography, application steps, and payment rules are controlled by the current program documents.

    Carry the gross charge until an award is supported and understand whether the benefit is an upfront reduction or later reimbursement. The timing determines whether it reduces required construction equity.

A simple example

Basement unit proposed near regulated lands
